Kosovo’s minimum wage study

Kosovo’s minimum wage study

In April, S&D consulting was commissioned by the ‘Support to Social Partners” project implemented by a consortium of organizations led by the Kosovar Stability Initiative (IKS) and managed by the European Union Office in Kosovo to prepare a policy brief on the best minimum wage model for Kosovo. The purpose of this study was to assess the methodologies and practices that are used to set minimum wages with the overall aim of informing the ongoing dialogue between various stakeholders in Kosovo on the subject. The study refrains from giving ready-made solutions, but rather highlights the overall policy and socio-economic implications of any policy changes in the context of Kosovo related to minimum wage. It is our hope that the study will serve as a basis for the relevant stakeholders and social partners to engage in an evidence-based dialogue and, as a result, recommend the most appropriate minimum wage in Kosovo.

The project “Technical assistance to the MEST Kosovo” was officially concluded today. Through the support and expertise provided by S&D Consulting, MEST has been able to put in place, for the first time, the “fundamentals” of effective human resource and organizational management, as well as modern management systems required for an efficient and effective education sector. The newly introduced Manual on Procedures and Standards for Internal Organization lays a solid ground for future implementation of organizational changes within MEST. Standard Operating Procedures (SOPs), such as the one on Training Management, will also increase the efficiency of MEST in planning and implementing staff development policies and mechanisms in the coming years.

Staying true to its philosophy of building long-lasting local capacities of beneficiaries, S&D Consulting created yet another precedent of producing quality data, research materials containing crosscutting analysis as well as joined-up policy advice, further building the capacities of the MEST staff to engage in efficient strategic policy planning and management, financial planning, donor coordination, and human resource management
