Three policy assessments for priority trade and human development topics launched today

Three policy assessments for priority trade and human development topics were launched today as part of the project commissioned by the Ministry of Foreign Affairs of Finland through UNDP, with Kosovo’s Ministry of Trade and Industry (MTI) as main partner of the UNDP’s Aid for Trade project.

SSD Consulting, in consortium with NOVUS Consulting, has been the main implementer of the project which has been successful in identifying the major constraints facing Kosovo’s current and potential exporters, while simultaneously providing sound information and practical recommendations on how to tackle them.

We stand firmly behind our findings which tell us that production of higher value-added goods and services and enhancement of human capital are crucially important for increasing the competitiveness and export potential of Kosovo’s economy and its overall development. It is our hope that these policy assessments will assist the MTI in their policy-making efforts in relation to specific trade-related issues. But more than that, SSD Consulting considers that the assessments can play a larger role beyond its narrow objective – that is, shape the public discourse, facilitate an inclusive participation and channel and guide decisions taken by other relevant policy-makers and institutions.

SSD to provide technical assistance to Prime Minister’s Office for Strategic Planning

Starting this month and for the next two years, SSD Consulting will be supporting the Office for Strategic Planning (OSP) of the Office of the Prime Minister (OPM) of Kosovo through the project “Support to Kosovo’s Policy and Strategic Planning.” SSD Consulting will provide its support which will aim to improve the quality of public policies and to contribute to effective decision-making across governmental bodies. Such an undertaking will ensure that Kosovo’s overall development agenda is integrated within the European integration agenda, as are the resources made available by Kosovo’s budget and its development partners. Building the capacities of key public administration institutions in charge of coordination and leadership will be given special priority throughout the project.

In consortium with CPM Consulting Group, EuroPartners Development Group, WYG International, and Public Administration International experts, SSD Consulting will support Kosovo in devising its National Development Strategy (NDS), the first strategy of that scope and depth to ever be prepared in Kosovo. This comprehensive strategy is expected to provide a clearer sense of priorities and direction for planning various sector level strategies, a Medium-term Expenditure Framework (MTEF) and annual budget as well as annual work plans of line ministries. Moreover, our support will also include the establishment of an Integrated Planning System (IPS), a mechanism which will enable the government to eliminate the practice of uncoordinated multiple planning and reporting frameworks, each operating under different time frames, methodologies, mix of priorities and reporting requirements. The IPS will introduce a unified planning platform which will enable the OPM to provide coherent strategic direction, and ultimately improve overall government performance.

Besides the Office for Strategic Planning within the Office of the Prime Minister, main beneficiaries of the project will include the Ministry of Finance, the Ministry of European Integration, the Ministry of Trade and Industry, the Ministry of Economic Development as well as several other line ministries, agencies and bodies which report to the Kosovo Parliament.
