Production of Concept Notes to Inform Development of the Ministry of Justice’s National Strategy on Property Rights for Kosovo

Overall objective of this USAID funded project is to move Kosovo’s society toward peace and reconciliation, democracy and the rule of law, and to promote market-based economic development by recognizing, enforcing, protecting and respecting property rights and property-related human rights, consistent with the EU’s acquis communautaire and applicable international human rights standards. The project will develop up to 5 Concept Notes providing in-depth analysis according to the 5 Pillars of the prospective National Strategy on Property Rights, as identified by the USAID Property Rights Program and Kosovo’s Ministry of Justice. The Concept Notes will lay the foundation for the Ministry of Justice’s appointed Thematic Working Groups (TWG) and Core Technical Group (CTG) to develop Kosovo’s National Strategy on Property Rights.

A project financed through a pooled fund of Kosovo’s Development Partners and the Ministry of Education, Science and Technology of Kosovo, implemented in consortium with CPM Consulting Group in partnership with Kosovo’s Ministry of Education, Science and Technology which is the main beneficiary of this technical assistance. The project supports capacity building of education sector governance institutions, particularly the Ministry of Education, Science and Technology of Kosovo, to undertake strategic sector policy reviews (joint sector reviews), sector mid-term strategy planning and donor coordination. In doing so it creates systems, procedures and capacities to implement results of the studies through sector strategic planning, MTEF, annual budget as well as work planning management and monitoring systems.

KOSME was financed by the Austrian Development Cooperation (ADC) and Swiss Development Cooperation (SDC) and co-financed by the Ministry of Trade and Industry (MTI) of Kosovo.
